Is it just me that thinks Jiraya is underrated?

Is it just me or does it feel like people tend to underrated Jiraya a lot. Even though the sanin were stated to be equals people act like tsunade and Orochimaru are far above him just because he hasn’t been shown doing what they do despite the fact that he could probably replicate some of their feats.

I think even in the war arc jiraya’s scaling should still have relevance, even if he isn’t a Top tier he could still be able to hang with the Gokage. He’s one of my favourite characters and it hurts to see him get disrespected so much. I personally have him scaling around that Ay ~ Tsunade tier of power, maybe slightly stronger. But maybe that’s just my bias. Where do y’all think he scales?
