RECENT experience / success in opening a bank account on Tourist ACR Card in Manila?

Hello,

As the title says, I am looking for a recent recommendation on which bank allows you to open a bank account with a tourist ACR card.

I know there are already many threads on this, but they are all outdated or refer to provinces outside of Manila.
