How do I charge my powerwalls from the grid?

Our powerwalls went to 0% yesterday despite me setting the powerwall minimum to 20%. It has been very rainy here in northern California so little solar.

Last night I changed the minimum to 100% and set the powerwall setting to time based control, hoping that it would charge from the grid overnight. The powerwalls did not charge from the grid overnight.

Our grid power went out this morning due to the storms and we did not have any powerwall backup power.

How else can I manually charge the powerwalls? They also appear to not be charging. I have heard if your powerwalls get to 0% it is a problem. Is there something I need to do?
