When will people learn?

This ambulance was ahead of us and got stuck in traffic. It turned on it's siren honked many times, no vehicles made way for it. Whenever it tried to get past few of them other vehicles were trying to go in front or through the side, creating a chaos, mind you there was a policeman and he was shouting at some guy on the opposite side who tried to take a u turn. Even our erickshaw tried to overtake the ambulance but we asked him to slow down and make way. Everyone talks about people from bihar etc lacking civic sense, but isn't this wrong?
