What to do with excessive steps in SW reviews?

Like it says open the app, identify it, note it, and save changes, all in different steps. I was removing a lot of unnecessary ones but there are too many, and now I am wondering if are we supposed to make it concise or keep it as it is. Can anyone tell me?
