RC2AC No Bonus?

SELRES GSE going to RC2AC as a AS. Was told no reenlistment bonus. Sailor never took bonus in the reserved. Also another sailor IS going RC2AC as IS. No reenlistment bonus either... I couldn't find instructions saying a sailor is not entitled to reenlistment bonus from going to RC2AC as if you found one send me one...
