Lavender for mosquito control

I live across from the Jordan river. Mosquitos are coming out. Is lavender my best/most pretty option? And can I lay lavender seed now or should I wait? I’m open to other plants as well but I like purple and want it to look nice. It’s a shade loving yard. Yard faces east with about 65-75% shade throughout the day. The garden bed in question is basically only morning sun (until noon) because of where the house and trees block the light.
