How is 400mg deca weekly weaker than 40mg anavar daily ?

I did 7 cycles of deca and 2 cycles of var (both same base test). everybody told me deca is supposed to be way stronger. not what i experienced. gained a lot more of real muscle with anavar. deca made me bigger but it's water and gone after the cycle.

why people say that ?
