Why are teenagers so hated in kids cartoons?

I'm not sure about nowdays' cartoons, but in my childhood everytime a teenager showed up in a cartoon they're neither goth/emo or phone addicts that always have a bored expression and say "whatever" at every sentence, and they're always doing bad things like smorking or drinking and always hated their parents for no reason, this kind of thing made me have a bad image of being a teenager and having problems with growing up (which is of course not something that happens to everyone, but I'm sure many people thought that teenagers were like the cartoons irl)

My question is, why are these characters like that? Sure, some people act like these, but I've never seen a single teenage character represented as good or fun unless they're the protagonist's older sibling or something (I'm not talking about teen cartoons where the protagonists are teenagers, I'm referring specifically to shows directed to children), which makes me confused, because the shows can make cool teen characters, they just choose not to, why?
